The Auvergne-Rhône-Alpes Energy Environment Agency (former RAEE) is the regional sustainability agency of the Auvergne-Rhône-Alpes region. Created in 1978 with the support of the Regional Council, the agency aims at promoting, co-ordinating and developing programmes and actions in favour of sustainable energies in the building and transport sectors, climate change mitigation and adaptation, environment protection and sustainable development.
What is Rhônalpénergie-Environnement working on?
Its activities are mainly targeted at local and regional authorities of the public and social sectors. The agency is accompanying them through their process of project development and implementation as well as the definition of local policies and programmes.
The regional sustainability agency is a private non-profit organization gathering more than 70 members including regional and local public authorities, energy producers, distributors and retailers, NGOs in the field of sustainable energy and environment protection, professionals’ organisations in the social housing, energy and service sectors, financial bodies, etc.
The agency coordinates multiple regional level thematic networks, allowing regional and local stakeholders to share experiences and join forces in the following areas:
- sustainable energy planning,
- energy efficiency in buildings and transports,
- local and decentralized energy production,
- green public procurement,
- sustainable mobility,
- circular economy, etc.
OREGES – the Regional Observatory for Energy and Greenhouse Gases emissions of Rhone-Alpes (created in 2002) is involved in the elaboration of the regional plan for air quality, climate change and energy (SRCAE), co-designed by the regional council and the regional representation of the national state. The purpose of the plan is to set orientations for the 5 coming years on these issues.
What is the SRCAE?
The Regional Plan Climate Air Energy (SRCAE) of the region Rhône-Alpes was officially launched on December 6th 2010 by the Prefect and the President of Region.
The European commitments of France in “3×20” must be defined at regional level. Every region of France has to define its contribution to the national objectives according to its own specificities, by elaborating a Regional Plan Climate Air Energy (SRCAE). The objective of this plan is to define the orientations and the regional objectives on horizons 2020 and 2050 in reduction of greenhouse gas emissions, control of the energy demand, development of renewable energies, fight against atmospheric pollution and adaptation to climate changes.
The plan is based on:
- A diagnosis on the questions of air quality, renewable energies, greenhouse gas emissions, energy consumption and the vulnerability of the territory in Climate changes
- An exercise of prospective on horizons 2020 and 2050 on these various elements to determine the possible future of the region
- The definition of objectives and orientations ensuing from the previous exercises
